Loose leaf tea is more than 50% powder

I have been ordering and drinking Bewley's tea since a few years now, but the quality of the loose leaf tea is fast deteriorating. The first batches (2019 and 2020) consisted of actual leaves, the next year they were replaced by small bulbs, but the latest batch is more than 50% powder, which passes through the tea strainer and ends up in my cup (and later my throat).
The taste is still OK, but it really detracts from the experience of a quality afternoon tea.

Quality down

I have had the Irish afternoon as my favourite afternoon tea for years and have had thousands of cups of it but the latest delivery was a disappointment: the characteristic flavour all gone. Either the blend has been changed or it is indeed the same blend but with inferior quality of the ingoing tea leaves. Sad.
