Quality of the tea

The quality of the tea in the first packet of the 250gm Irish Breakfast that I opened is very dusty with small leaves and well below your standards, this has happened before me once before, I brought it into the the shop in Grafton St but didn't get any satisfaction. I have been buying your loose tea for many, many years. Martin
